Adopt Mandatory Codes

(Residential Only)

Residential

The Building Energy Efficiency Standards (BEES) is a state-developed mandatory code based on the 2006 IECC with Alaska-specific amendments.

Commercial

A statewide commercial code has not been adopted.

Adopt an Automatic Review & Update Process

 

The State of Alaska does not adhere to a standardized schedule for code review, adoption, and update. The most recent update became effective April 1, 2007.

Create a Regulatory Process

 

Alaska uses a regulatory process for changes to the residential code. Proposed changes can be submitted to the Alaska Housing Finance Corporation, which reviews and acts on the proposals. Public hearings are required before changes are adopted. Legislative action would be required for statewide adoption of a commercial code.

Improve Compliance
 

 

Residential

Builders must certify compliance with the BEES requirements by completing a standardized form that must be included with the mortgage package. The builder may choose one of the following methods to show compliance:
1) inspection and certification by a registered architect,  engineer or ICBO-certified building inspector;
2) state-approved home energy rating methods;
3) certification by the local building code official when the local energy code is at least as stringent as the BEES requirements; or
4) certification by a builder who has taken the appropriate Building Science Training.

Local jurisdictions are permitted to adopt other standards that meet or exceed the BEES requirements.

Statewide Program: Building Energy Efficiency Standard (BEES)

Description:
State financed residential housing must meet the Alaska Building Energy Efficiency Standard, which consists of the 2006 IECC and ASHRAE Standard 62.2-2004

Energy Standard:
BEES amendments to the IECC include more stringent insulation and glazing minimum R-values.

Municipality- Anchorage
Program name: N/A (?)

Description:
All new municipal buildings, including new private construction for municipal leasing or renting, and major renovations of existing municipal buildings must be LEED Certified. The Ordinance also requires all Anchorage School District building construction and renovation over 20,000 sq ft to earn LEED Certified.

Energy Standard:
"Commercial LEED Certification -  below is summarized from LEED NC, details vary according to certification program,

Mandatory: Minimum 10% compliance beyond ASHRAE 90.1-2007, or use of NBI's Core Performance or one of ASHRAE's Advanced Energy Design Guidelines. 

LEED Options Include:
Optimize Energy Performance, On-Site Renewable Energy, Enhanced Commissioning, Enhanced Refrigerant Management, measurement & Verification, and Green Power.                        

ICC/NAHB Residential Standard Energy Efficiency:
Minimum Performance Path: Exceed 2006 IECC by 15% plus two points.  Minimum Prescriptive Path: 30 points from Section 703, including 2 from 704.  Point options include:  Percent improvement of Envelope UA, points depend on percentage above code, insulation graded I or II by third-party inspection, exterior mass walls, third-party verification of an enhanced insulation and installation checklist, enhanced fenestration specifications, increased HVAC efficiencies, Energy Star lighting and appliances, south facing window overhangs, solar hot water, ductless heating and cooling, whole house leakage from 5-1 ACH50, etc.  Most point values for the above categories are based on climate zone.  Most categories also have specifications for additions and remodels."
