The following map depicts all of the known state-level code implementation projects across the United States. Click on a state below to read about its implementation efforts and find links to the projects. If you have visited the page before, please click refresh to see the most recent updates.

Alabama
Alabama received a DOE grant to be used toward model code adoption, training, and compliance. The Alabama Department of Economic and Community Affairs (ADECA) is administering multiple training, technical assistance, and consumer outreach projects:
The Southface Institute is providing energy code training across the state that will cover the 2006 IECC, 2009 IECC, and ASHRAE Standard 90.1-2007.
Additionally, BCAP and the International Codes Council are working together to launch the Energy Code Ambassadors Program (ECAP) in Alabama. The project will provide specific energy code enforcement training to selected code officials, which will equip them to assist other code officials in the state on a one-on-one basis and mentor construction industry participants on energy code compliance. Training is scheduled for May 2011.
Finally, BCAP is working with a number of local stakeholders to develop state-specific, easy-to-understand guides to help consumers and construction professionals understand the goals of energy codes and the energy performance they should expect from the homes they purchase or build and design.

Arizona
Arizona has been awarded a grant by the U.S. Department of Energy (DOE) for code training efforts. Arizona is a home rule state and has no statewide energy code, but has many local municipalities who have adopted the 2006 IECC and by reference the ASHRAE 90.1-2004 Standard. The funding will be used to design an Arizona-specific training curriculum that may be a model for other southwestern states. The state expects to train over 1,000 individuals on the 2009 IECC for both residential and commercial construction. As part of this grant, the state is also conducting a train-the-trainer project for 20+ Arizona professionals from the design and enforcement communities, as well as from community colleges and local government in order to to sustain these efforts after the grant period ends in summer 2011. The state is also funding individuals to receive ICC certification on the energy code.
Various utilities are also carrying out additional implementation efforts as part of their energy efficiency portfolio standard mandate. They can receive credit for up to one-third of the energy savings in buildings when jurisdictions adopt the 2009 IECC and ASHRAE 90.1-2007 or more efficient codes. Two organizations in the state are actively working with utilities and building code officials on this endeavor: the Southwest Energy Efficiency Project (SWEEP) and Project Resource Origins.

Arkansas
Working with the Arkansas Energy Office, BCAP has completed the Arkansas Gap Analysis Report. The result of research and stakeholder interviews, the Report analyzes the current code implementation efforts in the state and makes recommendations for achieving 90 percent compliance with the model energy code. Colorado
With support from the Governor’s Energy Office (GEO) and the Dept. of Local Affairs (DOLA), BCAP has completed the Colorado Gap Analysis Report and Strategic Compliance Plan. The result of research and stakeholder interviews, the Report analyzes the current code implementation efforts in the state and makes recommendations for achieving 90 percent compliance with the model energy code. Additionally, Colorado received a DOE grant to support model code adoption, training, and compliance. GEO and DOLA launched the Energy Code Support Program to provide workshops and site visits within Colorado’s 329 code jurisdictions. The training workshop series builds off the state's previous efforts. Additionally, a Colorado-specific 2009 IECC tool kit and energy code support line are available.

Connecticut
The State of Connecticut is cooperating with Northeast Energy Efficiency Partnerships (NEEP) to adopt and implement the 2009 IECC. NEEP has developed a set of resources and model policy to assist with implementation.

Delaware

Georgia
Georgia is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. The state has completed the BECP survey and all of the evaluations of 44 commercial buildings. A final report will be relased by June 2011.

Additionally, Georgia received a DOE grant to be used toward model code adoption, training, and compliance. The target audience for the subsequent energy code training will be code officials, based on BCAP materials. Georgia is looking at potential partnerships with technical colleges and plans to provide online materials and training. The ultimate goal is to track compliance results and tie them back to training curriculum.
In addition, the Southeast Energy Efficiency Alliance (SEEA) is working to establish a training network in the state. SEEA just hosted a Train-the-Trainer program through BECP in Atlanta and should be holding an additional training in August 2011.

Idaho
Idaho is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. Researchers will conduct on-site interviews in local jurisdictions to determine current data collection and storage practices and review five residential and five non-residential plan sets. The relevant state building code administrative agencies will verify the data collection and plan retention requirements that already exist to determine how the current situation can be improved. Furthermore, the Lighting Design Lab (LDL) will study several building types (office, retail and warehouse) with the goal of identifying consistent problem areas which can be addressed with education, changes to code language or definitions, or both.

Moreover, Idaho has conducted multiple well-received energy code training sessions around the state. The state is also participating in the ICC/BCAP Code Ambassadors Program. Illinois

Additionally, Illinois received a DOE grant to be used toward model code adoption, training, and compliance. Currently, the state is conducting a companion gap analysis (through the Metro Mayors Caucus – does not include Chicago) to collaborate closely with BCAP’s statewide effort. Illinois will provide ½ day coaching sessions on plan review, and also creating a job shadow program with code inspectors and plans to provide real-time feedback and training.

Indiana
Indiana will be completing its own implementation project. The Indiana Office of Energy Development (OED) posted an RFP for an entity to administer a Building Code Compliance Program for the energy conservation provisions of the Indiana Residential Code and the Indiana Energy Conservation Code. The chosen administrator will create a road map to achieve at least 90 percent enforcement of both the residential and commercial energy codes by 2017.

Iowa
Iowa is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. In Iowa, the pilot study will evaluate a sample of 44 new residential buildings. The evaluation will utilize a mix of private third party energy raters, state building inspectors, city and county building inspectors, and investor-owned utility rebate programs. Training for the pilot study evaluators will begin in December 2010.

Kentucky

Additionally, Kentucky received a DOE grant to be used toward model code adoption, training, and compliance. Currently, the state estimates that it is at 30% compliance with the energy code. The DOE/PNNL funding will be used to support code inspectors who will later be sustained via permit fees.

Maine
The State of Maine has been awarded a grant by the U.S. Department of Energy to be used toward code adoption, training, and compliance. The state is currently using 3rd party inspectors to enforce the code and partnering with community colleges to provide training (a full week). The ultimate goal is to create long-term sustainable infrastructure for on-going training through colleges.

Maryland
The State of Maryland is currently working with BCAP to complete a State Gap Analysis and Implementation Toolkit. Included in their efforts is the update to a new training curriculum for stakehloders for the 2009 IECC and ASHRAE Standard 90.1-2007.

Massachusetts
Massachusetts is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. Massachusetts will evaluate at least 44 new residential buildings. The pilot will leverage existing survey work currently in the design phase to provide BECP with the following: 1) feedback on BECP materials, tools, and methodologies, 2) information on the logistics and time involved to evaluate buildings, and 3) data from the evaluation checklists.

Michigan

Currently, Michigan State University is under contract to do a training blitz using BECP materials and tools. The training will target specific audiences (e.g., code officials vs. bldrs) in each session. The state also plans to provide circuit rider training.

Mississippi
The Southface Institute received a grant from the Mississippi Development Authority for training, compliance, advocacy, and economic impact research. Their goals are to assess needs and gaps in the state, measure the economic impact of compliance, develop supporting tools, identify key organizations to provide training, develop curriculum, and develop a train-the-trainer program.

Missouri
The State of Missouri received a grant by the U.S. Department of Energy to be used toward code adoption, training, and compliance. BCAP completed in-person adoption advocacy trips to a handful of municipalities throughout the state. This hands-on assistance also included developing the Missouri Gap Analysis Report and Local Energy Code Action Kit for the selected municipalities, similar to work BCAP conducted for Alabama in 2010 and through the Compliance Planning Assistance Program (CPA).

Montana
Montana is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. In Montana, the study will compare compliance levels between homes built inside jurisdictions where building officials enforce the code and those built outside jurisdictions (more than 50%) where builders self-certify. A minimum of 50 homes inside the jurisdictions and 50 homes outside will be evaluated.
Researchers will also conduct on-site interviews in local jurisdictions to determine current data collection and storage practices and review five residential and five non-residential plan sets. The relevant state building code administrative agencies will verify the data collection and plan retention requirements that already exist to determine how the current situation can be improved. Furthermore, the Lighting Design Lab (LDL) will study several building types (office, retail and warehouse) with the goal of identifying consistent problem areas which can be addressed with education, changes to code language or definitions, or both.

Additionally, Montana received a DOE grant to be used toward model code adoption, training, and compliance. Currently, the state is providing ICC training, using hundreds of pictures to help convey key concepts/issues and highlight the consequences of not following code. The state has also developed factsheets for residential energy code requirements – with Montana-specific amendments. As of right now, the only building permits required/issued are electrical permits.

Nebraska
The State of Nebraska received a grant from the U.S. Department of Energy to be used toward code adoption, training, and compliance. The state awarded BCAP funding to conduct a gap analysis report similar to the Compliance Planning Assistance Program (CPA). BCAP staff have begun the process of interviewing state energy office officials and stakeholders on the ground. BCAP will also complete a cost/benefit analysis detailing the economic value of improved energy code compliance.

Nevada
Working with Nevada Renewable Energy and Energy Efficiency Authority (REEEA), BCAP has completed the Nevada Gap Analysis Report. The result of research and stakeholder interviews, the Report analyzes the current code implementation efforts in the state and makes recommendations for achieving 90 percent compliance with the model energy code.Please visit the CPA Program Page to learn more about BCAP's implementation work.
With support from BCAP and other stakeholders, the University of Nevada, Reno, also completed a Nevada Five-Year Strategic Plan detailing feasible actions the state should take in order to meet 90% compliance with the 2009 IECC by 2017.
In addition, Nevada has been awarded a grant by the U.S. Department of Energy (DOE) to support code training, enforcement, and adoption efforts and has established multiple implementation projects. The state has trained two instructors to teach the 2009 IECC and ASHRAE 90.1-2007 across the state. Energy code trainings are occurring during the first half of the year in the northern and southern areas of the state. NV Energy is very active in this effort and has provided their training facilities and audio visual capabilities for distance learning opportunities.
BCAP has also teamed with REEEA to bring the BCAP/ICC Code Ambassadors Program to the state and train key individuals across the state to become code ambassadors. BCAP is working with the Nevada State Office of Energy to document a compliance plan for achieving 90 percent code compliance.

New Hampshire
Working with the Office of Energy and Planning (OEP) and GDS Associates, Inc., BCAP has completed the New Hampshire Gap Analysis Report and Strategic Compliance Plan. The result of research and stakeholder interviews, the Report analyzes the current code implementation efforts in the state and makes recommendations for achieving 90 percent compliance with the model energy code. Additionally, GDS is advancing its two-and-a-half-year New Hampshire Building Code Compliance Project to assist the state in reaching its goal of 90 percent compliance. GDS completed its baseline survey of code officials and has conducted a number of commercial and residential training workshops throughout the state. It is currently working on a consumer outreach campaign and planning the next training workshop sessions.

New Jersey

New Mexico
Working with the New Mexico Regulation and Licensing Department, BCAP has completed the New Mexico Gap Analysis Report and Strategic Compliance Plan. The result of research and stakeholder interviews, the Report analyzes the current code implementation efforts in the state and makes recommendations for achieving 90 percent compliance with the model energy code. Additionally, New Mexico received a DOE grant to support model code adoption, training, and compliance. Currently, the state lacks a central database (103 cities, 33 counties) for tracking building permits/inspections. The state is looking for ideas (will look to Wisconsin’s database) for setting up infrastructure like a database to track compliance results. The state is also looking for incentives to motivate locals to report to the state on their compliance results.

New York
New York will be completing its own implementation project. Vermont Energy Investment Corporation (VEIC) is conducting an assessment of the rate and nature of compliance with the New York State Energy Conservation Code (Energy Code). Their assessment will be a comprehensive, statewide effort to determine how well provisions of the Energy Code are being complied with, in both the commercial and residential construction sectors; to identify areas of non-compliance; to determine methods of verifying compliance; to present the calculation of the overall rate of compliance; and to present recommendations on ways to improve compliance.

Tennessee

Texas
BCAP has completed the Texas Gap Analysis Report and Strategic Compliance Plan. The result of research and stakeholder interviews, the Report analyzes the current code implementation efforts in the state and makes recommendations for achieving 90 percent compliance with the model energy code. Additionally, Texas received a DOE grant to be used toward model code adoption, training, and compliance. With this grant SECO has contracted Apple Energy Group, in partnership with Building Performance and Comfort and BCAP, to develop training curricula on the new edition of the Texas Building Energy Peformance Standards and provide 100 sessions through January 2012. The team also created Texas Energy Code Training Center which provides online training videos and other resources for building professionals. As part of this effort BCAP is also authoring an Advanced Training Assessment.
Texas has also purchased 10 blower doors, 10 duct blasters, and 10 infra-red cameras and will loan them to local governments for 90 days.

Utah
Utah is taking part in the Department of Energy's Compliance Pilot Study to track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC.
The Pilot project is nearing completion in the early second quarter of 2011. Navigant Consulting and Colorado Code Consulting have completed all field and office visits to conduct plan review checks, field inspections, and education to local building departments who participated in this effort. Visits to jurisdictions crisscrossed the state, from communities as far east as Moab to St. George in the south and Salt Lake City to the north. The project team found that some jurisdictions were performing plan review and field inspection accurately, though others needed additional education on the energy code for plan reviews and inspections. They also collected all self-assessment surveys and are analyzing the results. In addition, the project team reviewed a diverse collection of buildings, including residential and various commercial structures, as well as schools. Challenges arose finding qualified buildings in participating jurisdictions due to the economic conditions in the state and the low level of construction activity.
A Utah Roadmap is under development with input from the stakeholders participating in the project, such as UBEES, SEP, and the Governor’s Office. The contract is scheduled for completion by the end of April 2011.
Utah has also been awarded a grant by the DOE to support code training, enforcement, and adoption efforts. The state has selected a circuit-rider mentoring task to educate building jurisdiction on the energy code plan review and field inspection. The state will also be implementing the BCAP/ICC Energy Code Ambassadors Program across seven regions in the state. Once trained, these ambassadors will support energy code education and assistance in their regions.

Vermont

Virginia
The State of Virginia has been awarded a grant by the U.S. Department of Energy to be used toward code adoption, training, and compliance. An energy group has been formed of key stakeholders. Training has already been identified as the highest need/priority. The Community College Workforce Alliance will help the state bridge the connection to related job training, and an estimated 300 jurisdictions across the state will need training, using the existing Building Code Academy and a virtual component and web-based training via an “existing knowledge center”. The plan is to first train state staff, then code officials, then provide public education. The Building Code Academy will deliver eight 1-day sessions as well as three-day programs.

Washington
Washington is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. Researchers will conduct on-site interviews in local jurisdictions to determine current data collection and storage practices and review five residential and five non-residential plan sets. The relevant state building code administrative agencies will verify the data collection and plan retention requirements that already exist to determine how the current situation can be improved. Furthermore, the Lighting Design Lab (LDL) will study several building types (office, retail and warehouse) with the goal of identifying consistent problem areas which can be addressed with education, changes to code language or definitions, or both.

Additionally, Washington will be completing its own implementation project. It has also received a DOE grant to be used toward model code adoption, training, and compliance. Currently, support documents are being developed for commercial building “challenges”. The state is currently assessing needs of building departments for commercial enforcement. Washington State University handles all of the residential code trainin, and duct blaster and blower door are new requirements. The state is starting to do compliance research on residential construction, and will also provide energy code training and equipment (1 set) to each county.

West Virginia

Wisconsin
Wisconsin is taking part in the Department of Energy's Compliance Pilot Study, which will track and evaluate compliance in the state and set up a model for other states to achieve 90%+ compliance with the 2009 IECC. The Wisconsin Department of Commerce Safety & Buildings Division will evaluate at least 44 buildings from the state's new commercial buildings. For a sampling of buildings in communities where they delegate municipal plan review and/or inspection they will conduct the study as part of their agent auditing process. If possible, X-large and XX-large buildings will be evaluated in addition to the 44 small, medium, and large commercial building evaluations. Training for the pilot study evaluators has already been conducted.

Additionally, Wisconsin received a DOE grant to be used toward model code adoption, training, and compliance. There are approximately 500 inspectors across the state and energy code training is underway, but Wisconsin is largely a rural state where the energy code isn’t enforced. The state is offering partial/full scholarships to provide an incentive for attending the energy code training. A core aspect of the training is teaching the importance/value of energy codes. Online training with plenty of visuals to help support the key concepts will be pursued.
