Who is requiring and enforcing energy code compliance?

Numerous changes are being made to energy code, specifically ICC's - IRC and IECC.  What jurisdictions are actually requiring compliance verification during plan review and during the inspection process?  What jurisdictions have knowledgeable staff to understand and apply the code provisions?  Many jurisdictions have adopted the ICC energy codes, however, from contacts I have made very few are actually taking the steps necessary verify compliance.  The IRC requires complaince with ACCA manual J and manual D and in the 2009 IRC a blower door test or third party inspection to verify air leakage.  Why isn't this compliance aspect of our energy code process being emphasized?
