R-equivalence for reflectivity values

Hawaii would like to assign R-value equivalents to reflectivity and emissivity values for roofs and walls, matched to climate zones and amend IECC 2009 to include same.  For instance, an exterior wall paint with a reflectivity of .7 and an emissivity of .9, in hawaii's 9,000 CDD, 5 HDD climate, might have an r-equivalence of R-5.  This would allow the contractor to install R-11 batt and achieve a beyond-code R-16--good marketing tool.
